Dabei ist das Terrorproblem doch im Prinzip nur ein Randproblem. Bei &#8222;Gef\u00e4hrdern&#8220; handelt es sich um vielleicht 200 Personen &#8211; zu viel, um alle st\u00e4ndig \u00fcberwachen zu lassen, aber wenig genug, um sie irgendwo zu internieren.
